Our team helps developers navigate due diligence, entitlements, city and county development agreements, capital structure and allocation, special district MUD creation and organization, and other regulatory issues associated with land development.
Municipal Utility Districts (MUDs) and Other Water Districts
We guide the creation, financing, and governance of MUDs across Texas, providing both general and bond counsel to ensure every community has the infrastructure it needs to flourish.
Public Finance
We design and execute Tax Increment Financing programs including TIRZ and TIF, economic incentives, and 381 agreements with counties and 380 agreements with cities, along with other public private partnerships focused on roadway access and transportation. We help solve access challenges and develop innovative solutions for the development and financing of major roadway infrastructure for both on site project needs and off site regional roadways and major thoroughfares.

Empowering Texas communities with strategic financing
We structure financing solutions for developers, including the issuance of bonds and participation in initiatives such as the Texas Infrastructure Program (TIP). As program counsel to TIP, the MLG team helps lead innovative, tax-exempt financing strategies that accelerate infrastructure development. Focused on efficiency and community growth, TIP supports projects that enhance quality of life across growing Texas markets—including Houston, Dallas and Austin. Since completing the first MUD receivable transaction, the experienced TIP team—with the Muller Law Group as Program counsel—has helped provide over $1.3 billion in funds for projects throughout the state.
