Our Role
We structure financing solutions for developers. As program counsel to the Texas Infrastructure Program (TIP), The Muller Law Group team helps lead innovative, tax-exempt financing, including the issuance of bonds, that accelerates infrastructure development.
MUDs lay the groundwork for development and growth
Our specific expertise is in leveraging Municipal Utility Districts (MUDs). MUDs empower local communities with the authority to efficiently finance their own infrastructure including water and sewer services along with new development that reaches outside existing water utilities. Since TIP completed the first MUD receivable transaction, the experienced team, including The Muller Law Group, has helped provide financings for upwards of 17 communities and counting across Houston, Dallas, and Austin markets.

Expert Guidance
Through the program, The Muller Law Group is key partner in pre-issuance to developers through TIP Bonds, which are an upfront monetization of future MUD reimbursements, and are used to reimburse or fund construction for TCEQ qualified costs.
