The Muller Law Group’s Role in Delivering a Landmark Transportation Corridor

Project Background

The Texas Heritage Parkway is a six-and-a-half-mile thoroughfare linking Interstate 10 and Katy to FM 1093/Westpark Toll Road in Fulshear. Conceived as a critical transportation artery, the parkway was designed not only to relieve congestion but also to unlock the development potential of more than 40,000 acres in western Fort Bend and eastern Waller Counties.

The Challenge

Absent a coordinated approach, the roadway would have been built piecemeal by adjoining developers over a decade or more. That approach would have deprived the community of immediate connectivity, left gaps in infrastructure, and delayed the opening of a major regional corridor. A unified framework was essential to accelerate construction, distribute costs fairly, and align public and private interests.

The Partnership Solution

The project’s success depended on forging an elaborate public-private partnership. Participants included the developers of Cross Creek Ranch, Jordan Ranch, Tamarron, the Harrison Family, the Hendrickson Family Trust, and Willow Creek Farms, along with the City of Katy, the City of Fulshear, Fort Bend County, and Waller County.

The Muller Law Group (MLG) played a central role in structuring this partnership. We negotiated the private participation agreement, documented the rights and obligations of each developer, and coordinated the arrangements with the governmental entities. To provide a long-term governance and financing mechanism, we also established the Texas Heritage Parkway Improvement District, a municipal management district dedicated to the project.

Project Features

The $60 million parkway is distinctive in several respects:

  • Roundabout Interchanges: Every intersection along the corridor is a roundabout—unique in the region for a project of this scale.
  • Pedestrian-Oriented Design: The parkway incorporates extensive hike-and-bike trails, including grade-separated pedestrian tunnels, ensuring safe passage without traffic conflicts.
  • Aesthetic Standards: MLG guided the creation of landscaping guidelines, signage criteria, and corridor-wide design standards to preserve visual quality and consistency.

Outcome and Impact

The Texas Heritage Parkway opened as a cohesive, master-planned roadway that met immediate community needs while catalyzing long-term development. By accelerating delivery and ensuring uniform quality, the project demonstrated how innovative legal structuring and collaborative partnerships can deliver infrastructure that benefits both the public and private sectors.

Through legislation establishing the district without traditional consent, our attorneys helped create a legal framework to move the project forward. We structured the financing, road construction agreements, and CCRs governing signage and deed restrictions while coordinating with numerous public and private landowners. This shared effort delivered a six-mile corridor of continuous-flow roundabouts—an award-winning model for regional mobility.
