BIOGRAPHY
Joel Cleveland has represented special purpose districts and governmental entities in public finance and land development since 2013. He serves as general counsel, bond counsel, and special counsel to municipal utility districts, management districts, municipalities, and tax increment reinvestment zones across Texas. Joel structures and negotiates complex development agreements and public-private partnerships, helping clients navigate the intersection of local government and private development. His experience includes the formation and governance of numerous special districts and work on major projects such as The Highlands, Mavera, Evergreen, Sienna, Grand Central Park, Post Oak Pointe, and Woodhaven.
